That seems to be another problem, looks like the account doesn't have the required permissions to change the registry key.

There might be a GPO active in your environment that forbids you to change the registry.
I think you should talk with your Windows/AD admins, or check your GPOs and permissions.
Note that local administrator might not be sufficient when this is controlled with a domain policy.
