Sorry I have been slow to respond but have finally got round to applying updates to my test Server 2019 VM. After applying KB4482887, I can now hot-plug CPUs without the VM restarting - yay!!
This is the 2019-02 Cumulative Update for Windows Server 2019 (https://www.catalog.update.microsoft.com/ScopedViewInline.aspx?updateid=a7738ed8-a5f9-41e4-b968-af381f7c8988) - this was the only patch I applied to the guest OS.
When I removed the patch and tried to hot-plug CPU the guest again reset. Looks like something has been fixed in here by Microsoft.
Oh and this is annoying - I was searching for an article from either VMware or Microsoft acknowledging this issue however found none. Applied the patch and this turns up: https://kb.vmware.com/s/article/60223. Guess VMware can update the article that there is a resolution now
