Can't change VM networks (only showing default Port Group)

I'm new to VMware.

We're using vSphere 6 and I'm running into issues trying to set up static IPs for my VMs.  I can create new VMKs and Port Groups, but when I create or modify VMs (they are off) I can't change the network away from "VM Network".  I can't find any documentation that seems to explain how this is supposed to work.

How can I get a static IP set up for a VM?
